A player suits up for a state if they were born there, raised there, played high school there (non-prep), or played two-plus college years there. Prep-school factories count for nobody; the flag list is public.
DC, Maryland, and Virginia players choose one flag and live with it. The district files under Maryland's protest.
Players are rated on dominance of their own league. The game is the game. WNBA MVPs outrank NBA role players and the wire will not be taking questions.
WNBA players are in the pool everywhere their hometown says so, same four hooks as the men. They are graded on their play in their own league: dominance is dominance, whatever the jersey. Default eights carry up to two apiece so every state stays in the argument; your roster can carry as many as you want.
Recently retired players stay eligible for five seasons. Shallow states get scouting finds, not apologies.
